The Shire-folk tended to view those of their own kind who lived outside the Shire with a degree of suspicion, calling them Outsiders and considering them backward and rustic. Those Hobbits within the Shire, however, were described as being 'Inside'. Actually 'Inside' clearly covered Buckland as well as the Shire proper, though in fact many of the Shire-hobbits regarded the people of that 'new' land (settled less than seven hundred years before the end of the Third Age) as rather doubtful characters in their own right.
