When Barliman Butterbur reported the deaths that occurred during the fighting in Bree, he spoke of one of the Hobbits who died as being Willie Banks from up-away. The reference here is not absolutely certain, but we can assume that 'up-away' did not describe Staddle (where most of the Bree-hobbits lived) because the other victim among the Hobbits was named specifically as coming from that village.
Within the town of Bree itself, the Bree-men generally lived on the lower parts of the Bree-hill, while the Bree-hobbits preferred its higher slopes, above the houses of Men. This seems to be what Butterbur was referring to with his phrase 'up-away', suggesting that while Willie Banks came from the town of Bree, he probably lived in the high Hobbit dwellings farther up the hill than Butterbur's own Inn, and the houses of Men around it.
